Are there too many irresponsible cat owners?

Yes there are. I was going to apply for an apt. today and while driving the complex to find the office I noticed about 8-10 cats running around. I thought how sad, it's cold, bet most are fixed, and what happens if people hit them in the road. If I take the apt. I'll feel the need to leave notes up near the mail box and advise cat owners to contact TNR programs in our area to help fix all the cats so we don't end up w/ tons of little ones running around. I'm not sure it'll help any but at least I'll know I tried. I'm not sure yet how I'll feel or what I'll do about feeding them I mean really it's sad they live outdoors.
